Public Consultation Process

Between late 2011 and June 2013, Bettercoal developed the Bettercoal Code in close consultation with the Stakeholder Advisory Group. The Stakeholder Advisory Group provided guidance on: 

  1. the draft Bettercoal Code that was submitted for public consultation;
  2. the design of the consultation process, and
  3. the response and integration of comments submitted during the consultation process.

Bettercoal performed the global consultation process in line with good practice as defined by ISEAL Code of Good Practice for Setting Social and Environmental Standards.

The process included:

  • Consultation documents in four languages including English, Indonesian, Russian and Spanish;
  • Two consultation phases of minimum 60 days and 30 days respectively;
  • An online consultation process through a custom built website, where users were able to post and view comments;
  • In-person consultation events in key coal exporting countries, including in Colombia, Indonesia, South Africa and Russia;
  • Publishing responses to comments received and how they were considered in the updated documents under consultation.

Public Consultation Phase 1

Work on the development of the Code started in late 2011 with the creation of the Stakeholder Advisory Group. The Code was developed into its draft version 1.0 form and put up for public consultation in September 2012. There were opportunities to provide feedback through the Bettercoal consultation website, via email, teleconferences, and three in-country consultations in South Africa, Russia and Colombia, involving the participation of over 100 individuals and organisations including coal producers, trade unions, environmental and human rights NGOs, and technical experts. The Phase I consultation period concluded on 18 December, 2012.



Public Consultation Phase 2

As a result of Phase 1, version 1.2 of the draft Code was developed in conjunction with our Stakeholder Advisory Group. Version 1.2 was then subject to Phase 2 of the consultation, which commenced in April 2013 and ran for 30 days. During this period we also held a stakeholder meeting in Jakarta, Indonesia where over 40 people attended a workshop event. We also included our Assessment guidelines into this phase of consultation.  We reviewed the feedback received in the consultation Phase 2 with our Stakeholder Advisory Group.



Bettercoal Code adoption

On July 15, 2013, Bettercoal members adopted the Bettercoal Code v1 at the first Bettercoal AGM.

Coal use is set to stagnate for the coming decade with its share in the global energy mix forecast to decline from 27% in 2016 to 26% in 2022 . Europe is reducing its footprint significantly with many countries setting hard deadlines for the end of the use of coal for power, and companies publicly signalling the end of their involvement in coal fired power plants. The US, Canada and even China have seen their demand for thermal coal decline.
